Authorized Advisor Use

Terms of Use

Effective September 8, 2026

1. Authorized access

The Business Development Management System is provided to authorized business-development agencies and their Advisors. Access credentials and agency evaluation codes may not be shared outside the authorized organization.

2. Professional decision support

The Advisor Contract Search Portal organizes public-sector opportunity information for professional research. It does not determine contractor eligibility, readiness, fit, or likelihood of award. The Advisor remains responsible for evaluating the business and deciding which opportunities to review.

3. Official government records

State, local, municipal, educational, utility, and special-district opportunity information is sourced from official government records or authorized procurement publishers. The issuing agency’s official solicitation, amendments, deadlines, registrations, and submission instructions always control.

4. No guarantee

The system does not guarantee eligibility, award, funding, agency acceptance, data completeness, or continued availability of any opportunity. Advisors and contractors must independently verify every requirement with the issuing agency.

5. Appropriate use

Users may use the system for legitimate business-development advisory work. Users may not attempt unauthorized access, interfere with the service, scrape protected areas, misuse agency credentials, or present portal information as an official government determination.

6. Availability and changes

Opportunity records may be corrected, updated, cancelled, or removed as official information changes. Features and modules may also change as the Business Development Management System develops.

7. Operator

The Business Development Management System is operated by Apropos Group LLC. It is independent of government agencies and procurement publishers.
